Governor‘s Comments...
It doesn’t seem possible that only 12 months ago, I started writing about International President Lee’s theme—Innovation: Gateway to Our Future. District 18 B has proved itself to be innovative. We have gained over 135 new members. We found new ways to help our communities. We had a great White Cane Day. We showed that Lions Serve.
Next month, you will read the comments from your new District Governor, Rick Mizell. I know that he will be a good governor—he has had more than adequate (really GREAT) training here in MD 18 and will be geared up for the DGE Seminar in Detroit.
I will always treasure the memories of this past year. Each and every club I visited gave me a warm reception. It was inspiring to see the Lions of these clubs working to make their community, state, and world better. I cannot imagine what some of these towns and cities would do without a Lions Club. It does not matter what size the club is—a club of 14 can do wonderful things in their community as a club of 70 can do. It is the heart that goes into the project that makes each and every Lion and Club great.
I will always remember the love that poured from all of you when Chuck unexpectedly passed away. He and I were able to enjoy the DGE Seminar in Denver and the International Convention. He was able to be in his first International Parade on an electric scooter. We did not know that it was his last. We traveled to clubs, the Lighthouse and the Camp. Who could forget Captain Liberty Day at the first cabinet meeting? The Lions of 18 B, MD 18 and the world showed me how much they cared about him. I, we, will always miss him, but we had 40 years of friendship and 35 years of marriage together. It seemed strange for me to travel alone to the clubs, but I knew that that was what he would have expected me to do.
Even though I will only be a past district governor, I will still represent our district at a Lighthouse trustee. With my retirement from teaching coming up, I will continue to be a Lion.
We have one last task—the State Convention on June 18-20. I want to see you all there at the two breakfasts, the seminars, general sessions and the banquet. This Convention is in our district—let’s show the other districts how we Lions work together to make great things happen.

Clubs are reminded that MMRs are to be mailed to LCI and to the District Governor by the 5th of the next month. To have activities reported in Club Notes, secretaries are to submit a District Governor’s Contest Activities form to the District Governor by the 5th of the month. Report ONLY those activities that occurred in that month. Do not list by points but by activity.
Proposed Constitution Changes
Notice is hereby given, in accordance with MD 18 Constitution and By-Laws Article XII (2), that the following Amendments will be voted on during the 2004 State Convention to be held in Savannah, Georgia, June 18-20, 2004, at the First General Business Session on Saturday.
1. SHALL THE CONSTITUTION BE AMENDED SO AS TO CHANGE ARTICLE V, SECTION 2, TO READ AS FOLLOWS:
Section 2. Council Organization. Following the Council meeting prior to the State Convention each year, the Council Chairman shall call for an organizational meeting of the Governors Elect to elect officers and conduct other necessary business.
2. SHALL THE CONSTITUTION BE AMENDED SO THAT THE 4TH SENTENCE OF ARTICLE IV, SECTION 7, IS CHANGED TO READ AS FOLLOWS:
Section 7. Council Chairman. (4th sentence) The District Governors Elect will select their Council Chairman at their organizational meeting prior to the State Convention each year.
Editor Note: The reason for the above change in the constitution is to remove the wording “during the month of May.” In the past years, the Lions of Georgia State Convention has always been scheduled during the month of May. It has been the custom of the incoming council of governors to elect their council chairperson the day before the state convention starts. This year the state convention was not held in May and thus has caused the council to change the schedule of meetings to follow the letter of the constitution. This change will eliminate the need in the future.
Also at a recent meeting of the International Board of Directors, a resolution was adopted that changed the title “Chairman” to “Chairperson.” Work is underway to update publications and other materials.
BELLVILLE LION HONORED
Past District Governor and Cabinet Advisor Jerry Kaiser was honored on April 20 by receiving the Presidential Leadership Medal from International President Dr. Tae Sup Lee.
This is the third highest award given by Lions International and only two are awarded in a multiple district each year. It represents work done on the club, district and state levels.
ANNUAL REPORT NOW DUE
June is here!! For all Lions Clubs, that means that the Annual Report is due. This is a summary of your club’s activities—hours spent on administration, hours spent on community service, funds raised for charity, funds for community projects, funds for Lions projects, etc.
It is an easy report—just look back at the reports sent to the district governor since last July and add up the hours and funds. Round all numbers and submit. You can submit this report on line through www.lionsclubs.org or the pencil-paper method.
Do your report today. It is due not later than June 30!

2004 International Convention,
Detroit, Michigan USA/Windsor, Ontario Canada
The following proposed amendment to the International Constitution and By-Laws will be reported to the delegates for vote at the 2004 International Convention.
IT IS CRITICALLY IMPORTANT THAT THE ASSOCIATION IMPROVE ITS PROFILE AND
VISIBILITY THROUGHOUT THE WORLD. IT IS EQUALLY IMPORTANT FOR THE EXECUTIVE OFFICERS AND INTERNATIONAL DIRECTORS TO HAVE AN OPPORTUNITY TO MEET WITH LIONS IN AREAS THAT MAY BE UNABLE TO HOST AN INTERNATIONAL CONVENTION.
THEREFORE, THE INTERNATIONAL BOARD OF DIRECTORS UNANIMOUSLY RECOMMENDS THE ADOPTION OF THE FOLLOWING RESOLUTION, WHICH PROVIDES MORE DISCRETION TO PLAN BOARD MEETINGS IN ACCORDANCE WITH THE NEEDS OF THE ASSOCIATION, AND ELIMINATES THE REQUIREMENT OF HOLDING ONE ANNUAL BOARD MEETING AT INTERNATIONAL HEADQUARTERS.
SHALL THE FOLLOWING RESOLUTION BE ADOPTED?
BE IT RESOLVED, that Article V, Section 1 of the International By-Laws shall be amended by deleting the phrase “One of the regular October/November or March/April meetings shall be held at the international headquarters, and the other regular meeting shall be held” so that Article V, Section 1 of the International By-Laws shall read as follows:
A regular meeting of the International Board of Directors shall be held immediately after the adjournment of the annual international convention at the site thereof. Additionally, a regular meeting shall be held in the month of October or November and the month of March or April at a time and place as called by the president. A final regular meeting shall be held at the site of the international convention, but shall adjourn prior to the convening of said convention.

COMING TO THE
CONVENTION???
If you are coming to the State Convention, don’t forget to bring a door prize for every Lion coming. These should be appropriate items. Bring them to the district breakfasts on Saturday and Sunday.

RetentionEvery year, at about this time, Lions Clubs go through the ritual of dropping members for a variety of reasons. Dropping members is a serious step, an action governed by strict procedures and constitutional requirements. It is a significant action that requires consideration and should be taken seriously. In many cases, it is more of expulsion than dropping a member.
International President Dr. Lee has asked us to address membership development throughout the clubs. Clubs are encouraged not to drop members without first exploring positive alternatives. There are many options designed to retain members who are dealing with extenuating circumstances such as changes in employment, financial situations, health related situations and family. One option, for example, would be transferring a member to member-at-large, privileged, affiliate or associate member status. These categories are designed specifically for these circumstances. Additionally, in extreme cases, arrangement scan be made to advance the member dues from the club’s administrative funds. Every effort should be made to accommodate our valued members before a final drop is made.
Please review and revitalize your membership retention practices. Consider the options for preserving membership.
In Memory
Past District Governor Joe “Big Joe” Halter of Texas and the Rincon Lions Club passed away after a long fight with cancer on May 12. He was buried in his home state of Texas. A memorial service was held on May 19 at the Rincon Methodist Church. PDG Joe was really “Big Joe”, not because of his size but because of his heart.
District Raffle
As this Lions year comes to an end, so does the District Raffle. The drawing for prizes will take place on Friday afternoon at 4:00 pm at the 18-B Registration table at the Marriott. Among the prizes this year is a 5” portable AC/DC Television with AM/FM Radio. A $25.00 Gift Certificate to River Street Sweets and Gift Certificates for Ryan’s Steakhouse. The grand prize is a $100 gift certificate to the World Famous Pirate’s House Restaurant.
Many thanks to the merchants who donated the gifts, to the Raffle Committee for their hard work in securing the gifts and selling the tickets, and to the Lions of 18-B who supported the District by buying the tickets.
Tickets will be available for sale until 4:00 pm Friday at the 18-B Registration table. Winners will be notified and prizes will be available at the Saturday Morning Breakfast.
DISTRICT GOVERNOR’S CONTEST 18B
MAY 1, 2004 TO APRIL 30, 2005
Clubs are automatically entered in the contest. Awards will be made to the top ten clubs at the MD18 Convention. All membership information must be submitted on the MMRs. Activities information may be submitted in any form except by telephone, provided all information is submitted. In kind donations/services do not count as money expended, but the service hours do count. Per member and percentage of members computations will be based on total membership on current MMR and will be computed by the DG. All activities must be properly documented as to hours, amounts, etc. This is the official form for this contest year. All previous forms contain erroneous information and will not be accepted as a proper entry in this contest. Entries may also be completed via the Internet at http://galions.org/18b/mmr
